After being tagged in a multi-million pesos malversation issue, former members of the former President Gloria Arroyo’s administration was chsrged with 97 graft and 97 malversation with falsification of documents by the Office of the Ombudsman.
Appearing before Sandiganbayan, the Ombudsman pointed ex-Arroyo’s men Former Budget Secretary Rolando Andaya Jr. and former Agrarian Reform Secretary Nasser Pangandaman as the individuals behind the issue-ridden Malampaya fund scam.
Reports show that there’s about P900-million worth of fund that have been lost from the original allotment for Malampaya.
Also facing raps were Budget Undersecretary Mario Relampagos, former Department of Agrarian Reform (DAR) officials Narciso Nieto, Teresita Panlilio, Angelita Villapa Cacananta and Ronald Venancio.
Some private individuals are also linked in the cases like Rene Maglanque, Janet Lim Napoles, Jo Christine Lim Napoles, James Christopher Lim Napoles, Reynald Lim, Ruby Tuason, Evelyn De Leon, Ronald Lim, John Lim, Eulogio Rodriguez, Simplicio Gumafelix, John Raymund De Asis, Rodrigo Galay, Alejandro Garro, Paquito Dinso Jr., Gerald Apuan, Napoleon Sibayan and Ma. Winnie Villanueva.
These names are presented by the Ombudsman to the Sandiganbayan to further cement their probe towards solving the issue about Malampaya.
It can be remembered that two of the private individuals mentioned, Napoles and Tuason, were also respondents to another multi-billion peso graft case for the alleged misuse of Priority Development Assistance Fund.
The hearing about the said multibillion pesos fund scam now rolls over the anti-graft court.
On its statement, the Ombudsman alleged that Andaya and Nieto played direct roles in the case.
They said that Andaya approved the request of the Department of Agriculture, which was then headed by Nieto, for a P900-million release from the Malampaya Fund despite “lack of any clear basis for the specified amount.”
The Sandiganbayan is currently examining the case and will release further announcements.
